DOVER
The Town of Dover, located in
the County of Morris, population 18,000 in a 2.5 square-mile area. Seeks a
highly qualified individual to assist in complex supervisory, administrative
and professional work in planning, organizing, directing, budget preparation
and supervising a 29+ Department of Public Works. The department includes
the following divisions: building and vehicle maintenance, water supply and
distribution, wastewater collection system, roadway and drainage system
maintenance, shade trees and park maintenance. Qualified candidates will
have excellent technical skills as well as written and oral communication
skills. Must demonstrate strong skill set for personnel management and
customer service. Seven years progressively responsible experience in
municipal public works and water systems operation required; three of which
shall be in municipal public works and water systems operations required;
three of which shall be in management position. Bachelor of Science degree
in civil engineering or related field required. Ability to obtain CPWM and
licenses to operate a public water treatment system and or public water
distribution system issued by the NJ Department of Environmental Protection

PUBLIC WORKS MANAGER
Chugach Industries, Inc., a wholly owned subsidiary of Chugach Alaska
Corporation, has a long-term facilities management contract at the Picatinny
Arsenal in Morris County, NJ. We currently have over 200 full time employees
and we are responsible for managing Public Works, Logistics, IT, Safety and
Health and Environmental Services. We are currently seeking to hire an
experienced Engineer with Public Works management experience to head up our
Public Works Department.
Summary/General Description of Job:
The Public Works Manager is responsible for directing and controlling all
aspects of the public works function including the effective management and
supervision of assigned employees, tools, equipment and other resources in
the accomplishment of contract requirements.
Essential Duties and Job Functions:
· Provides
strategic leadership to include development of annual work and long range
plans for construction and maintenance operations.
· Provides
overall supervision of craft shops, planning and estimating, work management
and engineering.
· Provides
overall supervision of project scheduling and coordination of internal
workforce and subcontractors
·
Develops and maintains all work related statistics and produces reports on a
timely basis.
· Ensures
all work is accomplished in most effective and efficient manner. Interfaces
with other functions, customers and Government representatives as required
to achieve maximum productivity.

Monitors work to ensure cost control (including minimization of
overtime/lost time), effective use of tools, equipment, and materials, scope
(including the documentation of changes to support job amendments), and the
quality of work performed.
· Develops
plans to improve procedures, methods, technology, tools and equipment, and
human resources to achieve improved productivity, quality and cost
performance.
· Recommends
changes to operations and maintenance (O&M) procedures to improve
deficiencies.

Directs snow removal operations
Job Requirements
(Education, Skills & Experience):
Mandatory
·
US Citizenship
·
Bachelor’s Degree in Engineering
·
Ten years direct experience in Public Works maintenance or construction
management.
·
Experience in effectively supervising multiple crafts, operational utility
systems and assigned resources (equipment, material and personnel).
·
Strategic planning experience as it relates to O&M.
·
Excellent organizational, communication and customer skills
·
Computer skills including MS Office applications such as Word, Excel,
Outlook and Power Point.
·
Valid Driver’s License with acceptable driving record
Preferred:
·
Professional Engineer License
·
Government or military Public Works management experience.
